About Flavia Carbonari
Flavia Carbonari is a nonresident fellow of global cities at the Council, and also a senior social development and citizen security specialist. She is a consultant with the World Bank, where she has been working in the design and implementation of operational and research projects on social inclusion, citizen security, gender and gender-based violence and social accountability, and providing technical assistance and capacity building to governments since 2007. She has worked mostly in Latin America, Africa and East Asia. From 2016 until early 2019 she also worked as a special advisor to the National Secretary of Planning, Coordination and Capacity Building at the Ministry of Security of Argentina. She's consulted for NGOs in Brazil, worked with different think tanks in the DC area and as a journalist covering international politics and economics. Carbonari holds a MA in Latin American studies from Georgetown University, and graduated from Pontifícea Universidade Católica of São Paulo with a BA in international relations and a BA in journalism.
