Nuclear Deterrence and Negotiating with North Korea

Despite three meetings between President Donald Trump and North Korean leader Kim Jong-un, uncertainty remains as to whether the complete, verifiable, and irreversible dismantlement of North Korea’s nuclear program is possible. While the leaders maintain that their personal relationship is strong, much of the status quo remains since they took power of their respective countries: strong sanctions remain in place on North Korea as it maintains its nuclear arsenal, the US and North Korea do not have diplomatic relations, and no peace declaration has been issued for the Korean War. How can the US best manage nuclear risks on the Korean Peninsula? Is a diplomatic breakthrough possible that will bring sustainable peace to the region?
