Europe is still facing a complex environment. The economic recovery is slowing, despite an ongoing European Central Bank stimulus package and low energy prices—and the euro zone is still a monetary but not a fiscal union. The internal dynamics of the European Union are also strained by increased security concerns, the migrant crisis, and rising populism, among other factors. Moreover, the integration of the continent’s economies and societies seems to have halted—as exemplified by the new border fences being constructed by various countries. Will Europe emerge stronger or weaker from these trials?
