U.S. Representative Howard Berman represents the 28th Congressional District of California, located in part of Los Angeles county. Prior to his election to Congress in 1982, Berman served in the California Assembly for nine years, where he served as majority leader and chair of the Assembly Democratic Caucus and the Policy Research Management Committee of the Assembly. Berman was appointed chairman of the House Foreign Affairs Committee in March 2008. He is also vice chair of the Judiciary Committee and a member of the Subcommittee on Immigration, Citizenship, Refugees, Border Security, and International Law. Berman received his B.A. and LL.B. from the University of California, Los Angeles.
